HRS4R process: Human Resources Strategy For Reseachers

To maintain its leadership in research and development in a global context, in 2005 the European Commission published the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.

The HRS4R label supports and promotes the mobility of researchers, the exchange of best practices, the transparency of recruitment processes and an attractive working environment.

The label is awarded by the European Commission following the implementation of the European Human Resources Strategy for Research (HRS4R).

On March 15, 2022, INSA Strasbourg was awarded the “HR Excellence in Research” label by the European Commission as part of its implementation of the Human Resources Strategy for Researchers (HRS4R).

Through its action plan, INSA Strasbourg is committed to respecting the principles of the Charter and the Code, and to supporting all researchers throughout their careers, in particular with regard to :

ethical principles and professional responsibilities
recruitment, career development, mobility
working and safety conditions, professional environment
training.

Through its various actions, INSA Strasbourg contributes to the harmonization of practices in Europe and to the creation of a stimulating and researcher-friendly working environment for its research community.

Interim assessment after two years of implementation of the HRS4R action plan

The interim assessment of the HRS4R action plan is an integral part of the accreditation process. It involves an internal evaluation, carried out by INSA Strasbourg and forwarded to the European Commission.

This interim assessment provides an opportunity to review the progress of the action plan. A large part of the plan has already been implemented, while other measures are in the process of being rolled out, or will be shortly.

56 actions in all, including 9 new ones.

Of the 47 initial actions (most of which were scheduled over the first two years), 26 have been completed, 17 have been extended and 4 are on course.
